“COGTA’s delaying tactics in providing the investigational report, can be perceived by the public as a deliberate cover-up of certain individuals,” stated Ward 12 Councillor Roy Bhoola.

“This is contributing to the destabilization and uncertainty of the municipality.

Once the report is released, Umdoni would still have to engage private investigators to institute disciplinary and subsequently, criminal charges, if need be. I am sure that if this report were released, it might open an additional can of worms.

COGTA should stop playing games at the expense of ratepayers. Our roads infrastructure is in a deplorable state and most of the vehicles and machinery are non-usable. Why are we dragging our feet when we can take out a loan and restore the roads infrastructure? Surely ratepayers would not cry foul if they received value for their money? Our procurement and supply chain management systems are in the intensive care unit.

The vacuum created by the non-appointment of a municipal manager nullifies legislative requirements and accountability, which is in total violation as there is no-one to be held accountable.

Deep-rooted maladministration, and alleged fraud and corruption in Farm Isonti, are creating the delay of the commencement of Phase Two and suppressing people’s rights. The municipal organogram is bloated as a result of the fact that the majority of our revenue is spent on salaries. The issue of the appointment of 50 general workers, as advertised, is becoming a war zone.

This is valued at over 4 million rand with no tools of trade, uniforms or equipment, while specialized positions that would add value to improved service delivery, are ignored.

The public is beginning to get frustrated. Surely this money could have been directed to deal with the poor roads conditions.We are on the brink of the end of the financial year and capital projects funded internally have not commenced.

Projects are locked at the evaluations process, after which they will go to adjudication and then to intention to award, and if environment, weather and other external factors are taken into consideration, we would be left with only 2 months and it would be impossible to spend all the money in that time.

Lack of equipment and decreased collecting of revenue means poor service delivery, taking into account that a larger geographical area has to be provided for. The issue of the Umzinto CBD has become a talk show.

Over a year ago we took a council decision to draft plans and money was set aside, but sadly there has been no progress on this matter. Officials are aware that only a business plan can guarantee us small town development funding.

The community of Umbelibeli Farm has handed over a petition highlighting several service delivery challenges and is seeking immediate intervention. All of these instabilities warrant the implementation of Section 139 of the Constitution, namely, a total or partial takeover by Province.
